NOTICE OF THE REGULAR MEETING AND A PUBLIC HEARING

OF THE COW CREEK GROUNDWATER

CONSERVATION DISTRICT KENDALL COUNTY, TEXAS      

NOTICE is hereby given that the regular meeting and a public hearing of the Cow Creek Groundwater Conservation District will be held on Monday the 13th of September 2021.  The meeting and public hearing will begin at 6:00 P.M. and will occur in the District Meeting Room located at 9 Toepperwein Road, Boerne, Texas, at which time the following will be discussed and appropriate action taken, pursuant to Chapter 36, Water Code; and pursuant to V.T.C.A. Government Code Section 551, Open Meetings, including all subchapters and sections:

  1. Call to Order
  2. Pledge of Allegiance
  3. Establishment of a Quorum
  4. Public comment
  5. Consent Agenda:
    1. Approval of minutes from the August 9th, 2021 Workshop
    2. Approval of minutes from the August 9th, 2021 Regular Meeting
    3. Payroll, employee benefits, operational expenses and payment of such
    4. Monthly financial report(s)
    5. Monthly operations report
  6. Public Hearing on the proposed 2021-2022 Budget
  7. Public Hearing on the proposed 2021 Tax Rate. The proposed tax rate is $0.005 (1/2¢) per $100 of valuation.
  8. Discussion and possible adoption of the 2021-2022 Proposed Budget
  9. Adoption of the 2021 Tax Rate
  10. Discussion and action on rulemaking. Possible proposal of amended or new rules.
  11. District activities & subcommittee updates:
    1. Monthly report
    2. Meteorological/ET study update, Dave Knollhoff
    3. Current drought stage
    4. Subcommittee Updates
    5. ARPA Funds related to groundwater
    6. GMA9 & Region L
    7. Directors and Officers Liability Insurance Policy

  13. Future meeting dates and meeting topics
  14. Adjournment

Please note:

  1. The District may take a brief recess during the course of the meeting, depending upon the length of the meeting.
  2. The Cow Creek Groundwater Conservation District is committed to compliance with the Disabilities Act (ADA).   3. Citizens who desire to address the Board on any matter may sign up to do so prior to the meeting. Public comments will be received during the Public Comment portion of the meeting. Please limit comments to 5 minutes.
  4. At any time during the meeting and in compliance with the Texas Open Meetings Act, Chapter 551, Government Code, Vernon’s Texas Codes, Annotated, the Cow Creek Groundwater Conservation District Board may meet in executive session for consultation concerning attorney- client matters (§551. 071); deliberation regarding real property (§ 551.072); deliberation regarding prospective gift (§551.073); personnel matters (§551.074); and deliberation regarding security devices (§551.076).
