February 13, 2023

The Board of Directors of the Cow Creek Groundwater Conservation District (CCGCD) convened the Regular Meeting in the District Board Room located at 9 Toepperwein Road, Boerne, Texas.

 

Directors Present:

Milan J. Michalec – District 2 (President)

Curt Campbell – District 4 (Treasurer)

Bob Webster – District 1 (Vice President)

Ben Eldredge – District 3 (Asst. Secretary/Treasurer)

Directors Absent:

Allan P. Bloxsom III – At Large (Secretary)

 

  1. Call to Order: Meeting called to order at 6:01 PM
  2. Pledge of Allegiance: Led by Director Michalec.
  3. Establishment of a Quorum: A quorum was established with 4 out of 5 directors present.
  4. Public comment: No public comment.
  5. Consent Agenda: Motion to approve all but item 5a by Director Campbell, seconded by Director Michalec. Approved 3-0-1.
    1. Approval of minutes from the December 12, 2022 Regular Meeting
    2. Approval of minutes from the January 9th, 2023 Workshop
    3. Approval of minutes from the January 9th, 2023 Regular Meeting
    4. Payroll, employee benefits, operational expenses, and payment of such
    5. Monthly financial report(s)
    6. Monthly operations report
  6. District activities & subcommittee updates:
    1. Monthly report: General Manager Micah Voulgaris presented the staff’s monthly report.
    2. Current drought stage: Remaining in Drought Stage 3.
    3. Subcommittee updates: Operating subcommittee to meet before the next board meeting.
    4. GMA 9: Meeting scheduled for Tuesday, February 21st.
    5. Region L: Director Campbell gave an update on last Region L meeting.
    6. District Monitor Well Expansion Project: Director Campbell and GM Voulgaris will be meeting with Richard Chapman about interlocal agreement.
    7. Camp Bullis Sentinel Landscape Project:

Consider adoption of the Desired Future Conditions (DFCs) of the aquifers within the Cow Creek Groundwater Conservation District boundaries, which were adopted by GMA 9 in its resolution and explanatory report and deemed administratively complete by the Texas Water Development Board In accordance with §36.108 (d-4), Texas Water Code and 31 Texas Administrative Code §356.34 Groundwater Management Area #9 consists of; Blanco Pedernales GCD, Bandera County River Authority, Medina County GCD, Hays Trinity GCD, Southwest Travis County GCD, Cow Creek GCD, Headwaters GCD, Comal County GCD And the Trinity Glen Rose GCD.  Motion to approve made by Director Michalec, seconded by Director Webster. Approved 4-0.
  8. Discussion on District rulemaking: Workshop scheduled for Monday, March 20th at 3:00 PM.
  9. Correspondence: No Correspondence.
  10. Future meeting dates and meeting topics: Rulemaking workshop scheduled for March 20th at 3:00 PM. Next board meeting scheduled for March 20th at 6:00 PM.
  11. Adjournment: Meeting was adjourned at 6:56 PM.
