COW CREEK GROUNDWATER CONSERVATION DISTRICT

September 8, 2025

The Board of Directors of the Cow Creek Groundwater Conservation District (CCGCD) convened the Regular Meeting in the District Board Room located at 9 Toepperwein Road, Boerne, Texas.

 

Directors Present:

Curt Campbell – District 4 (President)

Ben Eldredge – District 3 (Treasurer)

Milan J. Michalec – District 2 (Asst. Secretary/Treasurer)

 

Directors Absent:

Bob Webster – District 1 (Vice President)

Allan P. Bloxsom III – At Large (Secretary)

 

  1. Call to Order: Meeting was called to order at 6:00 PM.
  2. Pledge of Allegiance: Led by Director Campbell.
  3. Establishment of a Quorum: A quorum was established with 3 out of 5 directors present.
  4.  Public comment: No public comment.
  5. Consent Agenda: Motion to approve the consent agenda made by Director Michalec, seconded by Director Campbell. Approved 3-0.
    1. Approval of minutes from the August 11th, 2025 Workshop
    2. Approval of minutes from the September 8th, 2025 Regular Meeting
    3. Payroll, employee benefits, operational expenses, and payment of such
    4. Monthly financial report(s)
    5. Monthly operations report
  6. Review and accept the 9/30/2017 Audited financial statements, Seidel Schroeder (Auditor). Taylor Boeker of Seidel Schroeder presented the 9/30/2017 Audit. Motion to accept the audit was made by Director Michalec, seconded by Director Eldredge. Approved 3-0.
  7. District activities & subcommittee updates:
    1. Monthly report: General Manager Micah Voulgaris presented the staff’s monthly report.
    2. Meteorological Update: La Niña is officially back but should be of short duration (5-6 months). Hurricane potential is low. We have the possibility for 2 to 3 inches of rain in the next month, but we’ll have 5-6 inches of evapotranspiration, which will put us in a deficit.
    3. Discussion and action on the current drought stage: Remaining in Drought Stage 3.
    4. Status updates on:
      1. Pending enforcement issues: Two wells have been found, a hand dug well at the city park and a one behind the jail. GM Voulgaris will talk to city and county officials about plugging the wells.
      2. Pending permit applications: No pending applications.
      3. GMA9 activities: Next meeting is scheduled for Tuesday, December 16th at 10:00 AM.
      4. Region L activities: The 2026 Regional Water Plan was approved at the October 2nd Meeting. Member nominations are open until November 27th.
      5. District Monitor Well Expansion Project: TR Drilling is jetting out the Hixon well; we are waiting on paperwork from Chris Hale to move forward with the monitor well on FM 1888.
      6. Camp Bullis Sentinel Landscape Project: No updates.
  8. Discussion related to the annexation of land located in the District by the City of Fair Oaks Ranch.
  9. Discussion and action on the District’s Texas County and District Retirement System plan changes. Discussion to change TCDRS plan to 7% employee deposit, 185% employer matching and 12% elected rate Retirement Plan Funding. Motion to approve changes made by Director Campbell, seconded by Director Michalec. Approved 3-0.
  10. Discussion and action on amending the Well Monitoring Agreement with Kendall County. Motion to amend the Well Monitoring Agreement made by Director Eldredge, seconded by Director Michalec. Approved 3-0.
  11. Correspondence: No correspondence.
  12. Future meeting dates and meeting topics: The next Board Meeting is scheduled for Monday, November 10th at 6:00 PM.
  13. Adjournment: The meeting was adjourned at 7:12 PM.
