NOTICE OF THE REGULAR MEETING

OF THE COW CREEK GROUNDWATER

CONSERVATION DISTRICT KENDALL COUNTY, TEXAS                


NOTICE is hereby given that the regular meeting of the Cow Creek Groundwater Conservation District will be held on Tuesday the 10th of October 2023.  The meeting will begin at 6:00 P.M. and will occur in the District Meeting Room located at 9 Toepperwein Road, Boerne, Texas, at which time the following will be discussed, and appropriate action taken, pursuant to Chapter 36, Water Code; and pursuant to V.T.C.A. Government Code Section 551, Open Meetings, including all subchapters and sections:

  1. Call to Order

  6. Public Hearing on the proposed amendments to the Rules of the District. The proposed amendments to the District’s Rules primarily affect, but are not limited to, Rules: 2: Definitions; 3.1: Existing Wells; 3.2: New Wells; 4.6: Export Fees; 5.9: Plugging of Wells; 8:  Procedural Rules; 10: Groundwater Production Limits; and include legislative changes from the 88th Texas Legislature.
  7. Discussion and possible adoption of the proposed amendments to the District’s Rules.
  8. District activities & subcommittee updates:
    1. Monthly report
    2. Discussion and action on the current drought stage
    3. Subcommittee updates
    4. GMA 9
    5. Region L
    6. District Monitor Well Expansion Project
    7. Camp Bullis Sentinel Landscape Project
  9. Executive Session. In compliance with the Texas Open Meetings Act, Chapter 551, Government Code, Vernon’s Texas Codes, Annotated, the Cow Creek Groundwater Conservation District Board will meet in executive session for consultation concerning attorney-client matters (§551.071).
  10. Action, if any, resulting from executive session.
  11. Discussion and action on sponsoring and participating in the One Water in the Hill Country Conference on Thursday, October 26, 2023, from 11:30 a.m. – 5:00 p.m. at the Herff Farm in Boerne. The conference will feature speakers from city government, engineering firms, and nonprofits presenting on the region’s water challenges and opportunities for innovation.
  12. Discussion and action on updating and adopting the District Fee Schedule
  13. Discussion and action related to engaging a new auditor for the District.

  1. The District may take a brief recess during the course of the meeting, depending upon the length of the meeting.

At any time during the meeting and in compliance with the Texas Open Meetings Act, Chapter 551, Government Code, Vernon’s Texas Codes, Annotated, the Cow Creek Groundwater Conservation District Board may meet in executive session for consultation concerning attorney- client matters (§551. 071); deliberation regarding real property (§ 551.072); deliberation regarding prospective gift (§551.073); personnel matters (§551.074); and deliberation regarding security devices (§551.076).
