Groundwater Management Area 9 Joint Planning Committee Meeting
NOTICE is hereby given that a meeting of the Groundwater Management Area 9 (GMA 9) Joint Planning Committee will be held at 10:00 A.M. on Tuesday, the 31st of March, 2026. The GMA 9 Joint Planning Committee is comprised of District Representatives from the following Districts located wholly or partially within GMA 9:
Bandera County River Authority and Groundwater District
Blanco-Pedernales Groundwater Conservation District
Comal Trinity Groundwater Conservation District
Cow Creek Groundwater Conservation District
Hays-Trinity Groundwater Conservation District
Headwaters Groundwater Conservation District
Medina County Groundwater Conservation District
Trinity Glen Rose Groundwater Conservation District
Southwestern Travis County Groundwater Conservation District
The meeting will take place in the Cow Creek GCD’s Meeting Room located at 9 Toepperwein Road in Boerne, Texas, 78006 at which time the following will be discussed and appropriate action taken, pursuant to Chapter 36, Texas Water Code; and pursuant to V.T.C.A. Government Code Section 551, Open Meetings, including all subchapters and sections:

- Review and consider the minutes of the February 24th, 2026 GMA 9 meeting.
- Discussion and possible action under §36.108, Texas Water Code, regarding joint planning of groundwater conservation districts in Groundwater Management Area 9, the accomplishments of and issues facing the management area, and information related to proposals to adopt new or amend existing desired future conditions. Groundwater availability models and other data or information for the management area may be discussed in relation to the discussion and adoption of the desired future conditions for the relevant aquifers within the management area, including the considerations listed under §36.108(d), Texas Water Code.
- Discuss and possible action to propose non-relevant aquifer classifications, pursuant to Title 31, Texas Administrative Code § 356.31(c), and to propose desired future conditions for the relevant aquifers in GMA 9, pursuant to Texas Water Code § 36.108(d), with an associated resolution.
- Discuss and possible action on the public comment and hearing process for the proposed desired future condition, pursuant to Texas Water Code § 36.108(d-2).
- Discuss aquifer DFC changes from prior five-year DFC joint planning cycle.
- Discussion and possible action related to the identification of interim values for the adopted DFC’s for time periods not to exceed ten (10) years solely to assist the Districts in monitoring interim progress in achieving the DFC’s adopted for the 50-year planning period.
- Discussion and possible action related to the new Southern Trinity GAM and the upcoming 5th round of Joint Planning.
- Sub-committee updates related to:
- Public Outreach Subcommittee
- Technical Subcommittee
- Management Plan and Rules Subcommittee
- Regional Planning Group Subcommittee
- Drawdown Subcommittee
- Comments and updates from TWDB and GMA 9 representatives on the joint planning process and other correspondence and announcements.
- Public comment
- Establish date, time, and place of next meeting and discuss potential agenda items.
