The Board of Directors of the Cow Creek Groundwater Conservation District (CCGCD) convened the Workshop Meeting in the District Board Room located at 9 Toepperwein Road, Boerne, Texas.

 

Directors Present:

Curt Campbell – District 4 (President)

Bob Webster – District 1 (Vice President)

Ben Eldredge – District 3 (Treasurer)

Milan J. Michalec – District 2 (Asst. Secretary/Treasurer)(zoom)

Directors Absent:

Allan P. Bloxsom III – At Large (Secretary)

 

1. Call to Order: Workshop was called to order at 4:12 PM.
2. Pledge of Allegiance: Led by Director Eldredge.
3. Establishment of a Quorum: A quorum was established with 3 out of 5 directors present
4. Public comment: No public comment.
5. Workshop on the 2024-2025 Draft District Budget: Staff will create an inter-office spreadsheet with items earmarked under specific line items.  Possibly hiring a new employee by January, need to determine base cost of work truck, job description, salary and insurance.  Will contact Rudkin Productions on making district website fully ada compliant.
6. Workshop on ongoing District rulemaking
   6. Variance rules: Variances will only apply to well spacing (rule 6.5).
   7. Drought rules: Will be more in-line with Chapter 36.117.
   8. Pump tests requirements
7. Action, if any, from the workshop(s): Motion made by Director Eldredge to propose rule changes, seconded by Director Webster. Approved 3-0. Date of Public Hearing to be determined.
8. Adjournment: Workshop adjourned at 5:16 PM
