COW CREEK GROUNDWATER CONSERVATION DISTRICT

June 10, 2024

The Board of Directors of the Cow Creek Groundwater Conservation District (CCGCD) convened the Regular Meeting in the District Board Room located at 9 Toepperwein Road, Boerne, Texas.

 

Directors Present:

Curt Campbell – District 4 (President)

Bob Webster – District 1 (Vice President)

Allan P. Bloxsom III – At Large (Secretary)

Ben Eldredge – District 3 (Treasurer)

Directors Absent:

Milan J. Michalec – District 2 (Asst. Secretary/Treasurer)

 

  1. Call to Order: Meeting was called to order at 6:00 PM.
  2. Pledge of Allegiance: Led by Director Webster.
  3. Establishment of a Quorum: A quorum was established with 4 out of 5 directors present.
  4. Public comment: No public comment.
  5. Consent Agenda: Motion to approve made by Director Webster, seconded by Director Eldredge. Approved 4-0.
    1. Approval of minutes from the May 20th, 2024 Regular Meeting
    2. Approval of minutes from the May 20th, 2024 Workshop
    3. Payroll, employee benefits, operational expenses, and payment of such
    4. Monthly financial report(s)
    5. Monthly operations report
  6. Permit hearing, discussion and possible action on the following pending transfer permit and operating permit applications:
    1. The Applicant, The City of Fair Oaks Ranch is requesting a transfer permit for 4.03 acre-feet annually at a maximum instantaneous pumping rate not to exceed 88 gpm from existing well W2760. The well is located at 205 Cibolo Ridge Trail, Unit 1, Lot 4.  Well no. W2760 provides water for a municipal retail water utility.  An operating permit was issued at the April 15, 2024 Board of Directors Meeting.: Public Hearing began at 6:05 PM.  Mike Goodwin-resident of Cibolo Ridge stated Fair Oaks Ranch is not doing what is right and does not understand why they are being allowed to transfer water out of the district. Requests the board to disapprove the transport permit.  Tom Tunney-resident of Cibolo Ridge does not feel it is fair the Fair Oaks Ranch was allowed/granted a permit. He feels Fair Oaks Ranch has not been penalized. Asks that the board decline the permit. He also asked if the public has access to the meter readings. GM Voulgaris stated that they can request the meter readings for a specific amount of time.  Public Hearing ended at 6:20 PM.  Motion to approve the transport permit made by Director Webster, seconded by Director Eldredge. Approved 4-0.
    2. The Applicant, Mannapov, LLC is requesting 420,000 gallons annually from existing well W6442. The well is located at 42 Cascade Caverns Road in Boerne on approximately 3.12 acres.  Well no. W6442 provides water for a commercial/manufacturing facility.: Motion to approve made by Director Bloxsom, seconded by Director Eldredge. Approved 4-0.
  7. District activities & subcommittee updates:
    1. Monthly report: GM Voulgaris presented the staff’s monthly report.
    2. Discussion and action on the current drought stage: Remaining at Stage 4.
    3. Status updates on:
      1. Pending enforcement issues: No updates.
      2. Pending permit applications: No updates.
      3. GMA9 activities: Meeting on June 18th at 10:00 AM
      4. Region L activities: No updates.
      5. District Monitor Well Expansion Project: There are two possible locations for monitor wells. GM Voulgaris is working on an agreement between the county, CCGCD and the property owner.
      6. Camp Bullis Sentinel Landscape Project: No updates.

  9. Future meeting dates and meeting topics: Budget Workshop is scheduled for Monday July 22nd at 4:00 PM. The next Board Meeting is scheduled for Monday July 22nd at 6:00 PM.
