The Board of Directors of the Cow Creek Groundwater Conservation District (CCGCD) convened the Workshop Meeting in the District Board Room located at 9 Toepperwein Road, Boerne, Texas.
Directors Present:
Curt Campbell – District 4 (President)
Ben Eldredge – District 3 (Treasurer)
Milan J. Michalec – District 2 (Asst. Secretary/Treasurer)
Directors Absent:
Bob Webster – District 1 (Vice President)
Allan P. Bloxsom III – At Large (Secretary)
- Call to Order: The workshop was called to order at 4:42 PM.
- Pledge of Allegiance: Led by staff member Heath Hoffman.
- Establishment of a Quorum: A quorum was established with 3 out of 5 directors present.
- Public comment: No public comment.
- Closed session regarding personnel matters (§551.074). Closed session began at 4:43 PM, ended at 4:45 PM.
- Update by subcommittee relating to the District’s hiring of a new employee (field technician/well inspector): Update on adjustments to be made to the budget in salary, vision & dental insurance and medical insurance recapture with the addition of a new employee.
- Workshop on the District’s current investment strategy and long-range financial plan. Discussion on the financial products presented by Texas Heritage Bank. Keeping half the annual budget in the checking account and investing the rest in the money market account and CDs.
- Action, if any, from the workshop: Motion to maintain $75,000 in the checking account, $50,000 in the money market account and the remaining in three $100,000+ CDs, staggered monthly made by Director Eldredge, seconded by Director Michalec. Approved 3-0.
- Adjournment: Workshop was adjourned at 5:11 PM.
