October 15, 2024

The Board of Directors of the Cow Creek Groundwater Conservation District (CCGCD) convened the Regular Meeting in the District Board Room located at 9 Toepperwein Road, Boerne, Texas.

 

Directors Present:

Curt Campbell – District 4 (President)

Ben Eldredge – District 3 (Treasurer)

Milan J. Michalec – District 2 (Asst. Secretary/Treasurer)

Directors Absent:

Bob Webster – District 1 (Vice President)

Allan P. Bloxsom III – At Large (Secretary)

 

1. Call to Order: Meeting was called to order at 6:00 PM.
2. Pledge of Allegiance: Led by staff member Jenni Hinnant
3. Establishment of a Quorum: A quorum was established with 3 out of 5 directors present.
4. Public comment: Tommy Mathews presented General Manager Micah Voulgaris with a 20-year plaque.
5. Consent Agenda: Motion to approve the consent agenda made by Director Eldredge, seconded by Director Campbell. Approved 3-0.
   1. Approval of minutes from the September 9^th, 2024 Regular Meeting
   2. Payroll, employee benefits, operational expenses, and payment of such
   3. Monthly financial report(s)
   4. Monthly operations report
6. Discussion and possible action on amending the 2024-2025 District Budget. The amendment would make adjustments to: line item 6004 Field Technician salary and line items 6010 and 6020 related to Employee Health, Dental, Vision, life and the Employee Ins Benefits Comp Pd Recapture.: Motion to amend the 2024-25 District budget made by Director Eldredge, seconded by Director Campbell. Approved 3-0.
7. Discussion and action relative to the District’s hiring of a new employee (Field Technician/Well Inspector).: Motion to hire new employee made by Director Michalec, seconded by Director Campbell. Approved 3-0.
8. District activities & subcommittee updates:
   1. Monthly report: GM Voulgaris presented the staff’s monthly report.
   2. Discussion and action on the current drought stage: Remaining in Stage 4.
   3. Status updates on:
      1. Pending enforcement issues: Notice of violation will be sent to Mocio Well Service on Wednesday, October 16^th.
      2. Pending permit applications: No pending permit applications.
      3. GMA9 activities: No updates. Workshop to be scheduled to determine a DFC for CCGCD.
      4. Region L activities: No updates.
      5. District Monitor Well Expansion Project: Fritz-Grosser well has been drilled; one property owner has backed out of the monitor well agreement.
      6. Camp Bullis Sentinel Landscape Project: No updates. USGS will have training on December 10^th on checking monitor wells.
9. Discussion and action on water quality sampling within the District. Tabled until the next meeting.
10. Discussion and action on an educational budget item related to Meteorological Services provided by David Knollhoff. No action at this time.
11. Correspondence: Email from Allegheny Instruments, discussion on possibly purchasing a new camera for the new truck.
12. Future meeting dates and meeting topics: Workshop is scheduled for Tuesday, November 12^th at 4:00 PM.            
13. Adjournment: Meeting was adjourned at 6:44 PM.
