May 10, 2021

The Board of Directors of the Cow Creek Groundwater Conservation District (CCGCD) convened the Regular Meeting in the District Board Room located at 9 Toepperwein Road, Boerne, Texas.

 

Directors Present:

Milan J. Michalec – District 2 (President)

Bob Webster – District 1 (Vice President)

Curt Campbell – District 4 (Treasurer)

Ben Eldredge – District 3 (Asst. Secretary/Treasurer)

Directors Absent:

Allan P. Bloxsom III – At Large (Secretary)

 

  1. Call to Order: Meeting called to order at 6:01 PM
  2. Pledge of Allegiance: Led by Director Eldredge.
  3. Establishment of a Quorum: A quorum was established with 4 out of 5 directors present.
  4. Public comment: N/A
  5. Consent Agenda: A motion was made by Director Campbell, seconded by Director Webster. Approved 4-0-1.
    1. Approval of minutes from the April 12th, 2021 Regular Meeting
    2. Payroll, employee benefits, operational expenses and payment of such
    3. Monthly financial report(s)
    4. Monthly operations report
  6. Operating Permit Application: General Manager Micah Voulgaris gave a summary of the application and proposed business.
    1. The applicant, PBW, LLC, is requesting 3.36 acre feet annually for commercial and Public Water Supply use from proposed new well BW8615 located at 529 SH46E in Kendall County, Texas.
      • Public comment from Denise Dever-asked about usage and if units are leased or sold. PBW rep Oscar Siegfriod and Shanel Ramirez stated ‘light industrial use’, warehouses to be leased not sold. Ron Murphy stated concern about lack of water in county.
      • Tim Altree, questioned ‘light industrial usage’, wanted to know what amount would actually be used. Requested amount is in line with other industrial/office use.
      • A motion was made by Director Michalec to approve the application, seconded by Director Campbell. Approved 4-0-1.
  7. District activities & subcommittee updates
    1. Monthly report: GM Voulgaris gave the staff’s monthly report.
    2. Meteorological/ET study update, Dave Knollhoff: GM Voulgaris presented Mr. Knollhoff’s report.
    3. Current drought stage: Remaining at Stage 2.
    4. Subcommittee Updates: N/A
    5. GMA 9: Public hearing on June 14th. Proposed DFC to increase aquifer draw-down to 30 feet.
    6. Region L: Director Campbell gave an update on Region L meeting.
  8. Discussion on beginning the next round of District rulemaking: Attorney Monique Norman will begin going through district rules after legislative session ends.
  9. Update on the 2021 87th Legislative Session: N/A
  10. Correspondence: N/A
  11. Future meeting dates and meeting topics: Workshop on June 7th at 4:00 PM with Monique Norman to discuss possible rule changes. Workshop on June 14th at 4:30 PM. Public Hearing and Board Meeting on June 14th at 6:00PM.
  12. Adjournment: Meeting adjourned at 7:13 PM
