The Board of Directors of the Cow Creek Groundwater Conservation District (CCGCD) convened the Regular Meeting in the District Board Room located at 9 Toepperwein Road, Boerne, Texas.
Directors Present:
Curt Campbell – District 4 (President)
Ben Eldredge – District 3 (Treasurer)
Milan J. Michalec – District 2 (Asst. Secretary/Treasurer)
Directors Absent:
Bob Webster – District 1 (Vice President)
Allan P. Bloxsom III – At Large (Secretary)
- Call to Order: Meeting was called to order at 6:05 PM.
- Pledge of Allegiance: Led by Director Campbell.
- Establishment of a Quorum: A quorum was established with 3 out of 5 directors present.
- Public comment: No public comment.
- Consent Agenda: Motion to approve made by Director Eldredge, seconded by Director Michalec. Approved 3-0.
- Approval of minutes from the February 10th, 2025 Workshop
- Approval of minutes from the February 10th, 2025 Regular Meeting
- Payroll, employee benefits, operational expenses, and payment of such
- Monthly financial report(s)
- Monthly operations report
- Public Hearing. The District will receive public comments on the proposed amendments to the Rules of the District. The proposed amendments to the District’s Rules primarily affect, but are not limited to, Rules: 2: Definitions; 3.3: New Wells; 5.4: Additional Well Construction and Completion Standards; 5.5: Authorized Well Drillers and Well Pump Installers; and 10.2: Production Limits for All Wells Requiring an Operating Permit. Public Hearing was opened at 6:07 PM and closed at 6:09 PM.
- Discussion and possible adoption of the proposed amendments to the District’s Rules. Motion to approve the proposed amendments to the rules made by Director Michalec, seconded by Director Eldredge. Approved 3-0.
- District activities & subcommittee updates:
- Monthly report: General Manager Micah Voulgaris presented the staff’s monthly report.
- Discussion and action on the current drought stage: Remaining in Stage 4.
- Meteorological Update: La Niña is gone, and drought will persist. However, our climate is becoming less dry.
- Status updates on:
- Pending enforcement issues: No pending enforcement issues.
- Pending permit applications: Top of the Hill RV will be on next month’s agenda.
- GMA9 activities: Next meeting will be on Tuesday, April 15th at 10:00 AM.
- Region L activities: Director Campbell gave an update. Region L will meet again in August and the Initially Prepared 2026 Water Plan will be approved in October.
- District Monitor Well Expansion Project: The Fitz-Grosser well has been completed and the Hidden Springs well has been drilled.
- Camp Bullis Sentinel Landscape Project: No update.
- Discussion and possible action relating to the upcoming 4th round of Joint Planning. The District will discuss potential Desired Future Conditions for aquifers in the CCGCD.
- Discussion and possible action on a Request for Qualifications (RFQ) for Hydrogeological services. In furthering its duty of managing the groundwater in Kendall County, CCGCD seeks to engage an engineering/hydrology/geology firm to assist the District in determining current and projected exempt groundwater use estimates for Kendall County. The district has received three replies. GM Voulgaris and Operations Manager Heath Hoffman will determine if the services are necessary based on information from new ArcGIS software.
- Discussion and action related to the District joining IntraFi through the District’s Bank, Texas Heritage. IntraFi is used to cover cash deposits in excess of the FDIC’s limit of $250,000. Motion to approve made by Director Eldredge, seconded by Director Michalec. Approved 3-0.
- Correspondence: Region K notification about a public hearing on its Initially Prepared 2026 Water Plan.
- Future meeting dates and meeting topics: Workshop scheduled for Monday, April 14th at 4:00 PM. Next board meeting is scheduled for Monday, April 14th at 6:00 Pm. Next GMA 9 meeting is scheduled for Tuesday, April 15th at 10:00 AM.
- Adjournment: Meeting was adjourned at 7:08 PM.
