The Board of Directors of the Cow Creek Groundwater Conservation District (CCGCD) convened the Regular Meeting in the District Board Room located at 9 Toepperwein Road, Boerne, Texas.
Directors Present:
Bob Webster – District 1 (Vice President)
Ben Eldredge – District 3 (Treasurer)
Milan J. Michalec – District 2 (Asst. Secretary/Treasurer)
Directors Absent:
Curt Campbell – District 4 (President)
Allan P. Bloxsom III – At Large (Secretary)
- Call to Order: Meeting called to order at 6:00 PM.
- Pledge of Allegiance: Led by Director Michalec.
- Establishment of a Quorum: A quorum was established with 3 out of 5 directors present.
- Public comment: Roy Die, POA President of Falling Water, is opposed to the proposed Lennar development north of Comfort and encourages the board to look closely at the application when it is submitted.
- Consent Agenda: Motion to approve the consent agenda made by Director Michalec, seconded by Director Eldredge. Approved 3-0.
- Approval of minutes from the December 9th, 2024 Workshop
- Approval of minutes from the December 9th, 2024 Regular Meeting
- Payroll, employee benefits, operational expenses, and payment of such
- Monthly financial report(s)
- Monthly operations report
- Public Hearing on the proposed re-adoption of the District Management Plan. Public Hearing opened at 6:06 PM and closed at 6:07 PM.
- Discussion and action on adoption of the District Management Plan: Motion to approve the District Management Plan made by Director Eldredge, seconded by Director Michalec. Approved 3-0.
- Discussion and action on a proposed Request for Qualifications (RFQ) for Hydrogeological services. In furthering its duty of managing the groundwater in Kendall County, CCGCD seeks to engage an engineering/hydrology/geology firm to assist the District in determining current and projected exempt groundwater use estimates for Kendall County. Motion made by Director Eldredge to send out RFQ’s, due by the end of February, seconded by Director Michalec. Approved 3-0.
- Discussion and action on a water quality sampling project for Meadow Springs Subdivision. The water quality line item will need to be increased by approximately $1,000. No action taken at this time.
- District activities & subcommittee updates:
- Monthly report: GM Micah Voulgaris presented the staff’s monthly report.
- Discussion and action on the current drought stage: Remaining at Stage 4.
- Meteorological Update: David Knollhoff stated that a weak, short duration La Niña will occur and move out by April. Drought will persist but is unlikely to worsen.
- Status updates on:
- Pending enforcement issues: No enforcement issues.
- Pending permit applications: One pending application.
- GMA9 activities: A workshop and meeting is scheduled for Tuesday, February 18th.
- Region L activities: No updates.
- District Monitor Well Expansion Project: No updates.
- Camp Bullis Sentinel Landscape Project: NRI announced funding for a land restoration project within the Camp Bullis Sentinel Landscape Project to assist private landowners implement sustainable land management practices.
- Discussion and possible action on Rulemaking. Rulemaking workshop to be scheduled in February.
- Discussion and possible action on converting the water well located at the District office to a real-time monitor well. GM Voulgaris will have a cost assessment at the next board meeting.
- Discussion and action on the District’s sponsorship of the Texas Alliance of Groundwater District’s newsletter. Motion to approve $500 sponsorship made by Director Eldredge, seconded by Director Michalec. Approved 3-0.
- Correspondence: No correspondence.
- Future meeting dates and meeting topics: Rulemaking Workshop scheduled for Monday, February 10th at 3:00 PM. The next Board Meeting is scheduled for Monday, February 10th at 6:00 PM. The March Board Meeting will be pushed back to Wednesday, March 19th.
- Adjournment: The meeting was adjourned at 7:23 PM.
