COW CREEK GROUNDWATER CONSERVATION DISTRICT

February 12, 2024

The Board of Directors of the Cow Creek Groundwater Conservation District (CCGCD) convened the Regular Meeting in the District Board Room located at 9 Toepperwein Road, Boerne, Texas.

 

Directors Present:

Milan J. Michalec – District 2 (President)

Bob Webster – District 1 (Vice President)

Curt Campbell – District 4 (Treasurer)

Allan P. Bloxsom III – At Large (Secretary)

Ben Eldredge – District 3 (Asst. Secretary/Treasurer)

Directors Absent:

  1. Call to Order: Meeting called to order at 6:06 PM.
  2. Pledge of Allegiance: Led by Director Webster.
  3. Establishment of a Quorum: A quorum was established with 5 out of 5 directors present.
  4. Public comment: No comment.
  5. Consent Agenda: Motion to approve made by Director Campbell, seconded by Director Webster. Approved 5-0.
    1. Approval of minutes from the January 9th, 2024 Regular Meeting and Public Hearing
    2. Payroll, employee benefits, operational expenses, and payment of such
    3. Monthly financial report(s)
    4. Monthly operations report
  6. Discussion and action related to ordering a General Election for the District 2 and District 3 Director’s positions of the Cow Creek GCD Board. The election will take place on May 4th, 2024.: Motion to order a General Election for the District 2 and District 3 Directors’ positions made by Director Webster, seconded by Director Campbell.  Approved 5-0.
  7. Discussion and possible action related to the November 14, 2023 Application for an Operating Permit for an Existing Well for the City of Fair Oaks Ranch, including but not limited to notices of deficiencies, notices of violations, enforcement for violation of District Rules, and the Applicant’s request for a variance of District Rules. Mary Adair of Branscomb Law discussed the possibility of a variance from the current rules.  Cow Creek GCD has not received an administratively complete application from the City of Fair Oaks Ranch.
  8. Discussion and action on Rulemaking. GM Voulgaris discussed possible changes to pump test rules. A public hearing for rule changes will be held on March 20th. Motion to approve the changes made by Director Campbell, seconded by Director Bloxsom. Approved 5-0.
  9. District activities & subcommittee updates:
    1. Monthly report: GM Voulgaris presented the staff’s monthly report.
    2. Discussion and action on the current drought stage: Remaining in Stage 4.
    3. Status updates on:
      1. Pending enforcement issues: We have not received anything from Alzafar- attorney Monique Norman will contact their attorney.
      2. Pending permit applications: Nothing to report.
      3. GMA9 activities: The next meeting is scheduled for Wednesday, March 6th at 10:00 AM.
      4. Region L activities: The next meeting is scheduled for Wednesday, February 14th.
      5. District Monitor Well Expansion Project: Nothing to report.
      6. Camp Bullis Sentinel Landscape Project: Nothing to report.
  10. Correspondence: N/A
  11. Future meeting dates and meeting topics: Enforcement hearing scheduled for Friday, February 23 at 3:30 PM. Next board meeting scheduled for Wednesday, March 20th at 6:00 PM.
  12. Adjournment: Meeting was adjourned at 7:28 PM.
