April 14, 2025

The Board of Directors of the Cow Creek Groundwater Conservation District (CCGCD) convened the Regular Meeting in the District Board Room located at 9 Toepperwein Road, Boerne, Texas.

 

Directors Present:

Curt Campbell – District 4 (President)

Bob Webster – District 1 (Vice President)

Ben Eldredge – District 3 (Treasurer)

 

Directors Absent:

Allan P. Bloxsom III – At Large (Secretary)

Milan J. Michalec – District 2 (Asst. Secretary/Treasurer)

 

  1. Call to Order: Meeting was called to order at 6:00 PM.
  2. Pledge of Allegiance: Led by staff member Heath Hoffman.
  3. Establishment of a Quorum: A quorum was established with 3 out of 5 directors present.
  4. Public comment: No public comment.
  5. Consent Agenda: Motion made by Director Eldredge to approve with correction to the Directors Present list, seconded by Director Webster. Approved 3-0.
    1. Approval of the minutes of the March 17th, 2025 Workshop
    2. Approval of the minutes of the March 17th, 2025 Regular Meeting
    3. Payroll, employee benefits, operational expenses, and payment of such
    4. Monthly financial report(s)
    5. Monthly operations report
  6. Permit hearing, discussion and possible action on the following pending operating permit applications: Motion to approve agenda items 6b through 6e made by Director Eldredge, seconded by Director Webster. Approved 3-0.
    1. The Applicant, TOH, LLC (Dian Turner) is requesting a permit for 11.67 acre-feet annually from existing well W3622. The well is located at 12 Green Cedar Road, in Boerne, TX.  Well no. W3622 provides water for an RV park and office. Motion to approve permit with 7 acre-feet with an understanding that this amount can be revised during the 5 year duration of the permit if the permittee can show justification for an increase in the permitted amount made by Director Eldredge, seconded by Director Webster. Approved 3-0.
    2. The Applicant, Casteloro Holdings Group, LLC, is requesting a permit for 7 acre-feet annually from existing well W0331. The well is located at 39 Toepperwein Road, in Boerne, TX.  Well no. W0331 provides water for commercial buildings and offices.
    3. The Applicant, Casteloro Holdings Group, LLC, is requesting a permit for 6 acre-feet annually from existing well W4333. The well is located at 18 Toepperwein Road, in Boerne, TX.  Well no. W4333 provides water for a commercial office.
    4. The Applicant, Casteloro Holdings Group, LLC is requesting a permit for 3 acre-feet annually from existing well W3887. The well is located at 48 Toepperwein Road, in Boerne, TX.  Well no. W3887 provides water to a commercial office.
    5. The Applicant, Casteloro Holdings Group, LLC is requesting a permit for 2 acre-feet annually from existing well W9364. The well is located at 39 Toepperwein Road, in Boerne, TX.  Well no. W9364 provides water to a commercial office.
  7. District activities & subcommittee updates:
    1. Monthly report: General Manager Micah Voulgaris presented the staff’s monthly report.
    2. Discussion and action on the current drought stage: Remaining at Stage 4.
    3. Meteorological Update: Presented by David Knollhoff – We received our average rainfall in March. La Niña is gone; however our weather will be dryer and warmer than average with a neutral pattern through the summer. La Niña is expected to recur in the fall.
    4. Status updates on:
      1. Pending enforcement issues: No pending enforcement issues.
      2. Pending permit applications: No pending permit applications.
      3. GMA9 activities: Meeting tomorrow, re-negotiating the contract with AGS since the model is not ready.
      4. Region L activities: No updates, the next meeting is scheduled for August.
      5. District Monitor Well Expansion Project: more public interest in adding new monitor wells since the completion of the Fitz-Grosser Monitor Well.
      6. Camp Bullis Sentinel Landscape Project: No updates.
  8. Discussion and possible action relating to the upcoming 4th round of Joint Planning. The District will discuss potential Desired Future Conditions for aquifers in the CCGCD. No action will be taken at this time.
  9. Correspondence: We received a notification of Public Hearing for Region B for their 2026 Initially Prepared Plan, scheduled for Wednesday, April 30th. at 6:00 PM.
  10. Future meeting dates and meeting topics: Next GMA9 meeting is scheduled for Tuesday, April 15th at 10:00 AM. Next board meeting is scheduled for Monday, May 12th at 6:00 PM.
  11. Adjournment: Meeting was adjourned at 7:18 PM.
