The Board of Directors of the Cow Creek Groundwater Conservation District (CCGCD) convened the Regular Meeting in the District Board Room located at 9 Toepperwein Road, Boerne, Texas.
Directors Present:
Curt Campbell – District 4 (President)
Bob Webster – District 1 (Vice President)
Allan P. Bloxsom III – At Large (Secretary)
Ben Eldredge – District 3 (Treasurer)
Milan J. Michalec – District 2 (Asst. Secretary/Treasurer)
Directors Absent:
- Call to Order: Meeting was called to order at 6:00 PM.
- Pledge of Allegiance: Led by Director Campbell.
- Establishment of a Quorum: A quorum was established with 5 out of 5 directors present.
- Public comment: No public comment.
- Consent Agenda: Motion made by Director Eldredge to approve the Consent Agenda, seconded by Director Webster. Approved 5-0.
- Approval of the March 9th, 2026 Regular Meeting minutes
- Payroll, employee benefits, operational expenses, and payment of such
- Monthly financial report(s)
- Monthly operations report
- Permit hearing, discussion and possible action on the following pending operating permit applications:
- The Applicant/Permittee, Bergheim Trading Company, LLC is requesting an amendment to their existing Operating Permit BW7957, located at 919 SH-46E, Boerne, TX. The permittee is requesting an increase from 7.4 acre-feet annually to 17.54 acre-feet annually. The maximum instantaneous pumping rate will remain at 13 gpm. Motion made by Director Michalec to approve the requested amendment, seconded by Director Campbell. Approved 5-0.
- District activities & subcommittee updates:
- Monthly report: General Manager Micah Voulgaris presented the staff’s monthly report.
- Meteorological update: Presented by David Knollhoff: There are currently three drought conditions present in Kendall County this April. The drought severity decreases the further Northwest you travel in the county. La Niña is decreasing while we move into a more neutral weather pattern before El Niño begins to move in this summer before becoming a Super El Niño this fall and winter. We should expect above average temperatures with below average precipitation until closer to May and June. We have the possibility of up to 5” of rain before the May meeting with 4.8” of evapotranspiration, which should give us a 0.2” surplus of water.
- Discussion and action on the current drought stage: Remaining in Stage 3.
- Status updates on:
- Pending enforcement issues: No pending enforcement issues.
- Pending permit applications: No pending permit applications.
- GMA9 activities: Public hearings for the adopted DFC’s will be held over the summer.
- Region L activities: No updates.
- District Monitor Well Network: Planning to build Hale well-house and finish up with the county.
- Camp Bullis Sentinel Landscape Project: No updates.
- Subcommittee update on Boerne Radio tower site: No updates.
- Correspondence: No correspondence.
- Future meeting dates and meeting topics: The next Board Meeting is scheduled for Monday, May 11th at 6:00 PM.
- Adjournment: The meeting was adjourned at 7:07 PM.
