The District is funded through assessment and collection of ad valorem taxes.

The Board annually levies taxes in accordance with the District Act, the Texas Water Code, and the Texas Tax Code.

The proposed tax rate is not greater than the voter-approval tax rate. As a result, Cow Groundwater Conservation District is not required to hold an election at which voters may accept or reject the proposed tax rate.
