COW CREEK GROUNDWATER CONSERVATION DISTRICT

August 10, 2026

The Board of Directors of the Cow Creek Groundwater Conservation District (CCGCD) convened the Regular Meeting in the District Board Room located at 9 Toepperwein Road, Boerne, Texas.

 

Directors Present:

Curt Campbell – District 4 (President)

Bob Webster – District 1 (Vice President)

Ben Eldredge – District 3 (Treasurer)

Milan J. Michalec – District 2 (Asst. Secretary/Treasurer)

 

Directors Absent:

 

  1. Call to Order: Meeting was called to order at 6:00 PM.
  2. Pledge of Allegiance: Led by Director Eldredge.
  3. Establishment of a Quorum: A quorum was established with 4 out of 4 directors present.
  4. Public comment: No public comment.
  5. Consent Agenda: Motion to approve the Consent Agenda made by Director Webster, seconded by Director Campbell. Approved 4-0.
    1. Approval of the July 13th, 2026 Workshop minutes
    2. Approval of the July 13th, 2026 Regular Meeting minutes
    3. Payroll, employee benefits, operational expenses, and payment of such
    4. Monthly financial report(s)
    5. Monthly operations report
  6. Discussion and possible action on the filling of the vacancy for the District 3 Directors position. The district’s enabling act states that the board shall appoint a board member to serve out the remaining term of the vacated position, which will then have an election to fill the position at the end of the term.
  7. Discussion and possible action related to the election of Board Officers. Motion to make Director Michalec Secretary and all other Board Officers to maintain their current positions made by Director Campbell, seconded by Director Webster. The Assistant Secretary and Assistant Treasurer positions will be vacated until a new board member is appointed. Approved 4-0.
  8. Discussion and possible action on proposing the 2026 – 2027 Budget and the 2026 tax rate.  Motion to propose the 2026 – 2027 Budget and the 2026 tax rate made by Director Campbell, seconded by Director Michalec. Approved 4-0.  A Public Hearing for the 2026 – 2027 Budget and a Public Hearing for the 2026 tax rate will be scheduled for Monday, September 14th.
  9. Discussion and possible action related to a collaborative education/outreach project with Kendall County. No updates at this time.
  10. District activities & subcommittee updates:
    1. Monthly report: General Manager Micah Voulgaris presented the staff’s monthly report.
    2. Discussion and action on the current drought stage: Remaining in Stage 2.
    3. Status updates on:
      1. Pending enforcement issues: No pending enforcement issues.
      2. Pending permit applications: No pending permit applications.
      3. GMA9 activities: Next meeting is scheduled for Tuesday, September 29 at 10:00 AM.
      4. Region L activities: Update given by Director Campbell; multiple meetings scheduled for the end of August. Reviewed RFQ’s for technical consultants, recommendation will be given at the August 27th meeting. Vacant seats will also be filled at this meeting.
      5. District Monitor Well Network: We have the materials to build the well house for the Hale Well, will submit invoices/receipts to the county.
      6. Camp Bullis Sentinel Landscape Project: No updates.
  11. Discussion and action related to infrastructure and facilities repairs at 9 Toepperwein Road from the July 15th, 2026 flood. $2,500 to clean-out road-base that washed into and packed the culvert. We will receive a separate bid for a concrete apron to prevent future washout.
  12. Discussion and action related to property tax relief for the Sisterdale Community Center under Texas Tax Code Section 11.18. The property has been tax-exempt since at least 2002. Motion to approve and allow GM Voulgaris to use his discretion to approve or deny any similar facilities with this request in the future made by Director Campbell, seconded by Director Eldredge. Approved 4-0.
  13. Correspondence: Texas Agri-Life is holding a free well testing event on August 12th. They can be brought to the Texas Agri-Life office, or the CCGCD office. Samples are due by noon.
  14. Future meeting dates and meeting topics: There will be a Public Hearing for the 2026 – 2027 Budget and a Public Hearing for the 2026 tax rate at the next Board meeting, which is scheduled for Monday, September 14th at 6:00 PM.
  15. Adjournment: The meeting was adjourned at 6:30 PM.
