May 20, 2024

The Board of Directors of the Cow Creek Groundwater Conservation District (CCGCD) convened the Regular Meeting in the District Board Room located at 9 Toepperwein Road, Boerne, Texas.

 

Directors Present:

Milan J. Michalec – District 2 (President)

Bob Webster – District 1 (Vice President)

Curt Campbell – District 4 (Treasurer)

Ben Eldredge – District 3 (Asst. Secretary/Treasurer)

Allan P. Bloxsom III – At Large (Secretary)

Directors Absent:

  1. Call to Order: The meeting was called to order at 6:03 PM.
  2. Pledge of Allegiance: Led by Director Campbell.
  3. Establishment of a Quorum: A quorum was established with all directors present.
  4. Public comment: Shelly Hendershot asked how water was transported out of the district.  GM Voulgaris stated they would transport the water in the same manner they have these past twenty-plus years, but they would have a transport permit and an operating permit, which limits the amount of water they are able to withdraw.   Chip Chandler asked about an article that stated the City of Fair Oaks Ranch would be transferring their water rights to Trinity Glen Rose GCD.  GM Voulgaris explained that would not be possible.
  5. Statement of Officers, Oath of Office and swearing in of Milan J. Michalec, Director for District 2 and Allan Bloxsom III, Director for Director 3
  6. Election of Board Officers: Director Michalec nominated Director Campbell for President, Director Webster for Vice President, Director Bloxsom for Secretary, Director Eldredge for Treasurer, and Director Michalec for Assistant Secretary/Treasurer. Motion to approve made by Director Bloxsom, seconded by Director Webster. Approved 5-0.
  7. Consent Agenda: Motion to approve made by Director Eldredge, seconded by Director Webster. Approved 4-0-1, Director Bloxsom abstained.
    1. Approval of minutes from the April 15th, 2024 Regular Meeting
    2. Payroll, employee benefits, operational expenses, and payment of such
    3. Monthly financial report(s)
    4. Monthly operations report
  8. District activities & subcommittee updates:
    1. Monthly report: GM Voulgaris presented the staff’s monthly report.
    2. Discussion and action on the current drought stage: Remaining in Stage 4.
    3. Status updates on:
      1. Pending enforcement issues: No new updates
      2. Pending permit applications: Public Hearing for the Fair Oaks Ranch transfer permit is set for June 10th.  Mannapov permit will be discussed at the next meeting.
      3. GMA9 activities: No new updates.
      4. Region L activities: Director Campbell is now the Region L Chair.
      5. District Monitor Well Expansion Project: Will be discussed during agenda item 9.
      6. Camp Bullis Sentinel Landscape Project: No new updates.
  9. Discussion and action related to releasing an Invitation to Bid for the District/County Monitor Well Expansion Project. Motion made by Director Webster to releasing an Invitation to Bid, seconded by Director Eldredge. Approved 5-0.
  10. Discussion and action pertaining to the District purchase of rain water tanks for public education purposes. Motion made by Director Eldredge to approve $5,000 in line item 6125, seconded by Director Webster. Approved 5-0.
  11. Correspondence: No correspondence.
  12. Future meeting dates and meeting topics: Budget Workshop scheduled for June 10th at 4:00 PM. The next Board Meeting is scheduled for June 10th at 6:00 PM. The next GMA 9 Meeting is scheduled for June 18th at 10:00 AM.
  13. Adjournment: Meeting adjourned at 7:03 PM.
