June 14, 2021

The Board of Directors of the Cow Creek Groundwater Conservation District (CCGCD) convened the Regular Meeting in the District Board Room located at 9 Toepperwein Road, Boerne, Texas.

 

Directors Present:

Milan J. Michalec – District 2 (President)

Bob Webster – District 1 (Vice President)

Curt Campbell – District 4 (Treasurer)

Ben Eldredge – District 3 (Asst. Secretary/Treasurer)

Allan P. Bloxsom III – At Large (Secretary)

Directors Absent:

 

  1. Call to Order: Meeting called to order at 6:02 PM.
  1. Pledge of Allegiance: Led by Director Campbell.
  1. Establishment of a Quorum: A quorum was established with 4 directors present.     
  1. Public comment: Robert Imler discussed unchecked rate of growth, possibility of running out of water and possibility of placing a moratorium on MUD’s and WCID’s.
  1. Consent Agenda: Motion made by Director Webster, seconded by Director Campbell, approved 4-0-1.
    1. Approval of minutes from the May 10th, 2021 Workshop
    2. Approval of minutes from the May 10th, 2021 Regular Meeting
    3. Approval of minutes from the June 7th, 2021 Workshop
    4. Payroll, employee benefits, operational expenses and payment of such

  1. Public Hearing on Proposed Desired Future Conditions*: GM Micah Voulgaris summarized the proposed DFC. No Public Comment.

 Trinity Aquifer

Allow for An Increase in Average Drawdown of Approximately 30 Feet Through 2060 (throughout GMA 9) Consistent with “Scenario 6” in TWDB GAM Task 10-005.

Edwards-Trinity (Plateau) Aquifer

Allow for No Net Increase in Average Drawdown in Bandera and Kendall Counties through 2080.

Ellenburger-San Saba Aquifer

Allow for An Increase in Average Drawdown of No More Than 7 Feet in Kendall County through 2080.

Hickory Aquifer

Allow for An Increase in Average Drawdown of No More Than 7 Feet in Kendall County through 2080.

*Allow for DFC variance of up to five percent when comparing DFCs to average drawdown calculations from model files.

  1. District activities & subcommittee updates:
    1. Monthly report: GM Voulgaris presented the staff’s report.
    2. Meteorological/ET study update, Dave Knollhoff: GM Voulgaris presented Mr. Knollhoff’s report.
    3. Current drought stage: Remaining at Stage 2.
    4. Subcommittee Updates: Budget subcommittee created with Directors Campbell and Eldredge to begin work on 2021-22 district budget.
    5. GMA 9: Meeting scheduled for July.
    6. Region L: N/A
